2025 Annexation

Updates

    • The election date for the annex has been moved to March 4th. This will be at your regular polling place. You can vote there between 7am and 7pm.

Oak Grove Fire Department, established in 1994, serves the rapidly growing Northwestern Wagoner County. We are proud to operate with a team of 34 dedicated volunteers who work tirelessly to protect our community. With two stations and 14 apparatus, we respond to approximately 475 calls each year. We deploy often for large scale wildfires and disasters as recently as the 2024 Claremore Tornado event. We also provide automatic mutual aid for structure fires to neighboring communities, including Catoosa, Verdigris, Rolling Hills, Fair Oaks, as well as specific areas of Tulsa and Broken Arrow. We are an all hazards response fire department meaning we respond to any 911 call for service to include Fires, Motor Vehicle Accidents, Rescues, Medicals, Hazmat incidents, Etc.


Our commitment to excellence is reflected in our ISO rating of 3, a significant achievement for a department as young and rural as ours. This rating benefits the citizens of our district by ensuring high-quality fire protection and lower property insurance premiums. As our community continues to grow, so does our department. We are excited to announce plans for further expansion, including the addition of a third station near 81st and 305th in Eastern Broken Arrow.


This expansion will mark our fourth annexation, following those in 2003, 2006, and 2016. With this new station, we aim to enhance our services by improving response times, increasing community involvement, and providing a stronger sense of safety and community. Additionally, this annexation will enable us to transition from a fully volunteer department to a combination department, allowing us to have full-time firefighters on duty 24/7 in addition to our current volunteer staff.

What does an Annexation mean for me?

Depending on your address, our new station could lead to reduced property insurance rates and faster emergency response times. Currently, residents who are more than five miles from Broken Arrow Fire Station #4 (located at 6201 E. Kenosha St., Broken Arrow, OK 74014) or more than 1,000 feet from a fire hydrant may not be receiving the full ISO 1 benefits that Broken Arrow Fire offers. This would change for those within the proposed expansion area. Currently, our entire fire district receives an ISO 3 rating, including those beyond 5 road miles.


Unlike many municipal fire departments, Oak Grove Fire is rated based on hauled water, as we bring tanker trucks with large amounts of water to our fire scenes. This often negates the insurance requirement for having a nearby fire hydrant. Additionally, our tanker trucks are equipped with large dump tanks—essentially deployable swimming pools. These tanks allow us to offload water quickly while the tankers refill at the nearest hydrant. Our engines, equipped with hard suction hoses, can draw water from these dump tanks just as they would from a fire hydrant, ensuring a steady water supply even in areas without hydrants.

This specialized equipment is not typically used by municipal fire departments, giving us a unique capability to serve areas that lack traditional fire hydrant coverage.

Will I have to pay for this new Fire Service?

Oak Grove Fire is funded through special assessments on assessed property values. Currently, we levy a 10-mill assessment, which is the maximum allowed. If you’d like to calculate your rate, please refer to the box below regarding special assessment costs. Keep in mind that the savings on your insurance premiums may offset this cost.


Additionally, properties in the proposed expansion area are not within incorporated city limits and are currently served by Broken Arrow Fire and Coweta Fire. These departments are required to charge a service fee if a 911 fire response is requested to non-incorporated areas of their run areas. In contrast, Oak Grove Fire does not bill for any services provided to property owners within our district. Therefore, joining our district should result in overall cost savings for residents.

So, what will the special assessment cost be to the citizens?

Should you decide to perform calculations based on your home, please remember that market value and taxable market value are not the same and there is no uniform calculation to determine it. The assessed value is 11.2% of the taxable market value. Then divide the assessed value by 1000 and multiply that number by the millage rate .010 to determine the amount paid to the fire district. How much will I save on my homeowners insurance?

Every insurance provider calculates premiums differently, so it's best to call them directly to get the most accurate information. Generally speaking, if you are currently more than 5 road miles from a fire station and/or more than 1,000 feet away from a fire hydrant, you are likely an ISO 10. If this annexation passes and your rating drops to an ISO 3, you should see a 70-75% savings on your homeowners insurance.


We believe that once our new station is up and running, we will be able to achieve an ISO 2 rating, which could result in an additional 3% savings on average.

What about my current Fire & EMS provider?

The fire departments of Broken Arrow and Coweta will continue to respond to emergency calls as they currently do, so there will be no changes to the services you're receiving. The addition of Oak Grove Fire Department would be an added benefit, enhancing fire protection and first response for medical emergencies.


While Oak Grove does respond to EMS calls, we are a non-transport agency. This means that Broken Arrow or Coweta EMS will still handle patient transport to the hospital. The City of Broken Arrow has confirmed that their emergency response services will continue without any changes, regardless of the outcome of this ballot.


In summary, there will be no reduction in your current fire and EMS services—instead, you'll see improved coverage with Oak Grove's support.

What is the legal process for this annexation to occur? 

The first step for citizens in the new area to be included in our district is to petition the Oak Grove Fire Board of Directors. This step has been completed.


The second step requires us to obtain written consent from 25% (approx. 1,200) of the titleholders in the territory sought for inclusion, which is currently in progress.


The third step involves the Oak Grove Board of Directors notifying the county commissioners by submitting a resolution, petition, and the collected signatures indicating our intention to annex the area. The Board of County Commissioners will then set a hearing date, scheduled between 20 and 40 days from the presentation date. The county clerk will publish notice of the hearing in a newspaper of general circulation within the county where the proposed district is located. This notice will be published for two consecutive weeks leading up to the hearing and will describe the proposed district’s boundaries, the time and place of the hearing, and inform that any person may appear to protest the organization of the district or its proposed boundaries.


Following the hearing, the final step is for the county commissioners to call an election among the qualified electors in the proposed district to decide whether the district shall be organized. The ballots will contain the options: "Fire Protection District - Yes" and "Fire Protection District - No," or equivalent wording. All residents of the proposed district who are qualified electors in their precincts will be eligible to vote on this proposition.


All of this information can be found in Oklahoma State Statutes Title §19-901.22. Including additional territory.

Where exactly will the new Fire Station be located?

We are unable to purchase or acquire property to build a new station until the annexation is approved by a public vote. However, we have received a verbal commitment from a property owner in the area. Should the vote pass he will donate us property to build the new station on. It will be located near the 29700 Block on East 71st Street.

When will this be voted on?

This will be on the March 4th, 2025 ballot. It will be a yes or no question. If that at least three-fifths

(3/5) of all the votes cast are "Fire Protection District - Yes", the
board of county commissioners shall, by order declare such territory duly organized as a fire
protection district under the name theretofore designated. Such
order shall be filed for record in the office of the county clerk by
the board of county commissioners and from that date such district
shall be complete.
How can you help?

We need your help spreading the word to residents in the proposed area. We want everyone to be informed before the expected vote on March 4th, 2025. Share this webpage with your neighbors who live in the proposed area, encourage them to mark their calendars to make sure they remember to vote in March. Ensure you’re registered to vote, and update your address with the election board if you’ve recently moved into the area. The deadline to register is January 17, 2025.

What is ISO?

ISO, founded in 1971, is a subsidiary of Verisk Analytics. It collects data on a community's public fire protection and analyzes it to assign a Public Protection Classification (PPC) ranging from Class 1 (the best) to Class 10. ISO ratings are often used by home insurance companies to calculate premiums, so a lower PPC score could result in a reduced premium.


ISO ratings are typically calculated for each community by local fire departments at least every four to five years, although the exact frequency can vary. After evaluations, fire departments can make improvements to their training, systems, or infrastructure to boost their scores in the next rating period. However, if a fire department closes, experiences staffing or water supply changes, or undergoes other significant changes, the community might receive a lower ISO rating during the next evaluation.


While many home insurance premiums are tied to ISO ratings, not every insurance company uses them in their calculations. If your insurance carrier does, you might see a rate change if your community's ISO rating changes during the evaluation. If you’re unsure whether an ISO rating has affected your premium, you may want to consider switching to another home insurance company.
